Barcelona! The wedding venue is in one of the nearby coastal towns, Llafranc, about an hour's drive north of the city.

I'd say yes, a car is the best option to get around the area. If you prefer public transportation, the train is a good option. RENFE operates regular services from Barcelona to various towns in Costa Brava, such as Blanes or Girona. From there, you can take a local bus or taxi to smaller coastal towns.
